Aspen School District-Human Resources Director (HR Director 2019)-Job Posting-Job Details-Title-Human Resources Director-Posting ID-HR Director 2019-Description-TITLE:Director of Human ResourcesWORK DAYS:234 Days; Subject to change based on theDistricts and/or Superintendents Needs and theBoard approved calendarRESPONSIBLE TO:Superintendent(or designee)DEFINITION:Provide leadership and direction to attract and retain skilled, competent, and productive classified and licensed employees.Plan, implement, evaluate and communicate the human resource functions of recruitment, selection, hiring, labor relations, compensation, benefits selection and administration, performance evaluation and discipline of employees.PRIMARY DUTIES:-Administer and develop District policy, and apply the appropriate laws, rules, regulations, policies and procedures pertaining to the Districtspersonnel functions. Interpret policies and procedures and make recommendations for revisions to existing policies and additional of new policies.-Supervise and direct wage and salary administration, administer employee contracts and supplementary pay and determine appropriate placement on the district wage or salary schedule as required by District policy and procedure.-Supervise the release of personnel information regarding employment verification, background checks, and confirmation of salary, references, and legal records according to District policy.-Supervise and direct the maintenance of a comprehensive system of personnel records for all employees to ensure accuracy, legality and compliance with State of Colorado record retention requirements.-Plan and monitor staffing at each site facilitating processes for employee selection, assignment, transfer, leave, retirement, non-renewal, and dismissal.-Administer employee benefits including contract negotiations with vendors and coordination of open enrollment.-Monitor and verify the current licensure of all professional staff through the Colorado Department of Education and ensure compliance withlocal, state, and/or federal requirements.-Supervise the compilation of information for andcompletion of the Colorado Departmentof Education report using the Automated Data Exchange system including verification of accuracy of the report.-Participateinand co-lead, when necessary,the Districts Interest Based Bargaining process with all certified and classified employee groups for development of and revisions to employee wages and benefits.-Initiate and implement employee relations ideas (i.e., Back To School Celebration, Holiday Party, Volunteer Luncheon, End of the Year Celebration).-Calculate annual wage increaseswith Chief Financial Officerfor all employees,including longevity incentives.-Supervise the determination, verification, and maintenance of confidential payroll schedules, jobclassifications, account numbers, types of pay, calendars and methods of payment for all district employees.-Supervise the gathering and inputting of all necessary personnel and payroll information into the payroll system for processing.-Develop, implement,revise,maintain and monitor job descriptions for all District positions ensuring compliance with legal and policy requirements including workers comp and ADA.-Participate in the planning and delivery of the new employee Induction Program, when appropriate.-Monitor and coordinate, with the Superintendent(or designee), the employee evaluation process in conjunction with state statutes.-Understand the processof the Districts Educator Effectiveness Evaluation Modeland provide support and feedback when appropriate.-Facilitate the process of job analysis and survey of wage and salary ranges and forecast the budgetary effects of changes in compensation.-Advise building administration and other directors/supervisors regarding human resource issues including policies, procedures, legal requirements and past practices.-Oversee and advise the Districts benefits committee regarding modifications to District benefit plans. Evaluate the budgetary effects of such changes in conjunction with the Asst. Superintendent of Business Services.-Oversee the monthly process of reconciling the Districts insurance billing.-Coordinate and oversee the process for administration of the Districts Safetyand SecurityCommittee as well as District compliance with the terms of the Cost Containment Program.-Ensure compliance of all District benefit plans with applicable rules and regulations including, but not limited to, Health Benefit plans, 403(b) plans, 457 plans, 401(k) plans, etc.-Respond to Unemployment claims; coordinate appeals with District administrators.-Conduct New Employee Orientation and Exit Interviews.-Develop process/procedures regarding hiring of non-immigrant and alien workers (including H1B and Perm Visa applications) and ensure compliance with related laws, rules and regulations.-Other duties as assigned.QUALIFICATIONS:Knowledge of . . .-State and federal employment laws (FMLA, FLSA, Workers Compensation, etc.)-State and federal laws regarding public schools (Licensing Act)-Principles and practices of developing employee selection criteria-Principles of supervision and training and performance evaluations-Principles, methods and procedures used in classification and compensation system administration-English usage, spelling, grammar and punctuation-Modern office procedures and methods-Advanced knowledge of Microsoft Office programs, especially Word and Excel-Principles and procedures of record keeping-Principles of business and letter writing and basic report preparation-Basic mathematic principlesAbility to. . .-Oversee, direct and coordinate the work of staff-Select, supervise, train and evaluate staff-Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals-Prepare clear and concise administrative and statistical reports-Prepare and maintain accurate and confidential records and reports-Create, model, and maintain an organizational culture that encourages staff to responsibly perform their jobs and allows them to work in a professional environment.-Facilitate in a professional manner conversations with employees that lead to disciplinary action, transfer, leave, retirement, non-renewal,ordismissal.-Respond to requests and inquiries from the board of education, building administrators, vendors and the general public-Develop, interpret and apply District policies and procedures-Recognize potentially hostile situations and diffuse situations appropriately-Operate and use modern office equipment including a computer and various software packages-Communicate clearly and concisely, both orally and in writing-Establish and maintain effective working relationships with those contracted in the course of workEXPERIENCE AND TRAINING:-Five years of professional human resources program experienceor administrative experiencepreferred.-Bachelors degree from an accredited college or university with major course work in human resources, business administration, public administration, school administration or a related field.-Masters degree preferred.-Ability to obtain and maintain appropriate credentials, endorsements, and/or licenses associated with the position.WORKING CONDITIONS:-Office environment; exposure to computer screens.-Primary functions may require maintaining physical condition necessary for sitting for prolonged periods of times; use of computer keyboard; lifting of files and tests.ACKNOWLEDGEMENT:Thisjob description in no way states or implies that these are the only duties to be performed by this employee.
