Job Description:

Summary - Our client is embarking on an effort to modernize some of their key HR Applications. The initial focus will be on implementing new HR systems for Payroll, Benefits Administration, Applicant Tracking and Core HR. They are migrating from a legacy, suited solution to cloud-based platforms that will enable best in class processes for each functional area. Because of their relatively small employee population, their strategy includes engaging with multiple boutique vendors, whereby they develop partners who are right sized for their specific needs. - The Payroll BA/PM will work in partnership with the client's Delivery Manager to provide functional guidance and leadership for the outsourcing effort. The BA/PM will be a trusted functional advisor and will be a matrixed resource with responsibility to both the Managing Director of HR and the CIO. - This engagement requires functional system payroll expertise, including a deep knowledge of how payroll is supposed to run, including how to manage taxes for companies operating in multiple states. To be successful in this role, the consultant has completed three or more migration projects. Additionally, the client needs a seasoned contractor who has broad-based experience with multiple clients and expertise moving clients to industry standard best practices. - The BA/PM will have responsibility for project delivery and will encompass the skills required to support analysis and project management. The consultant shall have the ability to articulate and develop requirements and design/configuration specifications to hand off to vendors for implementation. The BA/PM will configure and setup tables for data conversion, facilitate day-to-day interaction with vendors and be responsible for developing and executing robust test plans. The BA/PM will ensure project budgets are tracked and managed, provide regular and ongoing status communications, conduct resource planning, manage risks, identify dependencies, etc. - Once the new system implementation is complete, the BA/PM will transition any and all knowledge required to support the new system and associated processes going forward to the appropriate client internal team member. Should the client identify this internal team member during the implementation process, then the BA/PM consultant will ensure knowledge transfer and coaching activities are conducted throughout the life of the project. - Responsibilities - Lead the client's team through the implementation process from start to finish. Act as both the business analyst and project manager for the effort. Have accountability and ownership for the project. Manage the vendor partner and facilitate solid working relationships on behalf of the client. Notify the Delivery Manager of issues as they arise and of dependencies with other HR systems implementation projects as they become known. Provide regular and ongoing status updates to the project team, leadership steering committee, and other stakeholders with an interest in the outcome of the project. Track and manage the project budget and provide regular budget updates to the leadership steering committee. Ensure the client user community is appropriately trained on the new system; identify super users who will act as the client's SMEs post implementation. Develop, deliver and ensure robust test plans are fully executed. Engage the client infrastructure and help desk teams, as appropriate. Identify opportunities for improvement as part of a roadmap to help the client continue to evolve their payroll practices, processes, and procedures going forward. Conduct an in-depth knowledge transfer at the end of the engagement. - - - - Qualifications - - Minimum of 7-10 years experience with payroll implementations. Minimum of 10+ years working primarily as a Business Analyst with a minimum of 7+ years acting as both a BA and PM for the same project. Minimum of 10+ years of hands-on requirements and design development in complex environments. Specific expertise includes functional system payroll expertise, including a deep knowledge of working with companies who operate in multiple states and who have a seasonal business model. Experience with quarterly and annual tax reporting processes. Data conversion mapping for all payroll data. Experience processing payroll with alternate job codes (multiple jobs per employee). Working knowledge of PeopleSoft is desired. Experience with Kronos strongly desired; beneficial and a plus to have Kronos payroll experience Experience with Kronos timekeeping experience is strongly desired. Well versed in system migrations and migrating on-premise, legacy systems to cloud-based solutions. Ability to develop and execute robust test plans, including structuring and setting up test data. Ability to facilitate technical discussions with internal the client's team members and vendors. Solid RFP/RFI experience. Experience participating in parallel payroll processing (at least 2 cycles before payroll go/no go Test lead role in payroll migration strongly desired. Ability to lead or participate in the vendor selection process and to conduct a fit gap analysis. Experience working with matrixed teams and vendor partners. Degree in Business Administration, Management, Information Technology or associated field required. Experience working in hospitality, hospitals/healthcare, and the public sector (i.e. higher education) is highly desired. - Core Competencies - Strong written and verbal communication skills. Ability to act as the liaison between multiple organizations, including HR, Accounting, Finance, and IT. Ability to elicit functional requirements and translate them into formal, detailed specifications. Business process engineering. Ability to drive an implementation with minimal customizations. Training background (e.g. train the trainer, end user training). Experience migrating legacy systems to modern solutions. Deep analytical skills and excellent problem-solving skills. Ability to think out of the box and bring forward well thought out proposals that are suitable for the client's environment. Self-managing and ability to operate independently. Strong relationship-building and negotiation skills. Experience in traditional project management methodologies is helpful, however flexible project methodology practices are required. Will to pivot and change directions, as needed, to support the best project outcome. Ability to conduct structured analysis to support and enhance text-based requirements (business process flows, data models, workflow models, etc.). End-user support.
